The proportion of older people in the EU is increasing much faster than the population of younger wage-earning taxpayers, making pensions reform in the EU essential. Although the European Union is one of the richest parts of the world, there remain striking internal disparities of income and opportunity between its regions. The entry in May 2004 of 10 new member countries whose incomes are well below the EU average has widened these gaps. Regional policy transfers resources from affluent to poorer regions. It is both an instrument of financial solidarity and a powerful force for economic integration.

The main framework is a Social Policy Agenda designed to link economic, employment and social policies, whilst at the same time ensuring that these policies are environmentally sustainable.

The Foundation is a European Union body, one of the first to be established to work in specialised areas of EU policy - to contribute to the planning and design of better living and working conditions in Europe. Its role is to provide information, advice and expertise – on living and working conditions, industrial relations and managing change in Europe – for key actors in the field of EU social policy on the basis of comparative information, research and analysis.

The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) was established in 1993. Inaugurated in Lisbon in 1995, it is one of the EU’s decentralised agencies. The EMCDDA exists to provide the EU and its Member States with a factual overview of European drug problems and a solid evidence base to support the drugs debate. Today it offers policymakers the data they need for drawing up informed drug laws and strategies. It also helps professionals and practitioners working in the field pinpoint best practice and new areas of research.

The European Union has signed up to the Millennium Development Goals and is conscious of its particular responsibility as the largest donor of development aid and the most important commercial partner of the developing world. In order to advance progress on the MDGs, the Union has agreed on ambitious proposals in three main areas: the European Union will make more money available for development, it will improve the coherence of its policies and it will put a special focus on sub-Saharan Africa, the region most lagging behind in achieving the MDGs.
