EU Agenda: Week Ahead - 4-9 November 2024
This week, EU leaders get together for an informal meeting and a meeting of the European Political Community, finance ministers seek political agreement on the value added tax (VAT) in the digital age package; and MEPs holds hearings of the new Commissioners-designate. The week's events in the European Union including EU Council, Commission and Parliament meetings from 4 to 9 November 2024.

Hearings of Commissioners-designate

From Monday to Thursday, European Parliament committees will scrutinise 20 Commissioners-designate and evaluate whether they are qualified both to be members of the College of Commissioners and to carry out the particular duties they have been assigned. The confirmation hearings will continue on 12 November, when the five designated Executive Vice-Presidents and the High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission will be grilled by MEPs.
After each Commissioner hearing, the Chair(s) and group representatives (coordinators) of the committees responsible will meet without delay to evaluate the performance of the Commissioner-designate. Based on the committees' recommendations, the Conference of Presidents (EP President Metsola and leaders of the political groups) is set to conduct the final evaluation and declare the hearings process closed on 21 November.
The vote by MEPs on the full college of Commissioners (by a majority of votes cast, by roll-call) is currently scheduled to take place during the 25-28 November plenary session in Strasbourg.

5th PCI Energy Days

This is the fifth edition of the PCI Energy Days, a policy conference and exhibition dedicated to the practical implementation of Projects of Common Interest and of Projects of Mutual Interest. We invite representatives of EU countries administrations, regulators, grid operators and project promoters.

The Council will seek a political agreement on the value added tax (VAT) in the digital age package. The package consists of three proposals that set out to tackle VAT fraud, support businesses and promote digitalisation.
Ministers will take stock of the implementation of the Recovery and Resilience Facility (RRF) and the Council will aim to adopt implementing decisions approving modified recovery and resilience plans, submitted by some member states.
Ministers will be informed of the state of play of the economic and financial impact of Russia's aggression against Ukraine.
The Council will approve conclusions on the progress made on the EU's statistical priorities, while providing guidance for further work. As a point without discussion, the Council will also adopt a regulation that aims to further improve the development, production and dissemination of European statistics.
The Presidency will present the state of play of legislative proposals in the field of financial services. As a point without discussion, the Council will adopt two pieces of legislation that change the Solvency II directive, the EU's main piece of legislation in the insurance area, and introduce new rules on insurance recovery and resolution (IRRD).
